If you have transfered the gamesaves into PCSX2 Memcard, Someone, else can also use that memcard if the game saves are of the same version of the game both people are using. Hope thats cleared up

Maybe his internet connection isnt stable, so the download will stop before completed.
I got the same prob. too, maybe this generalemu's server is not stable or something.. i dont know for sure.

Download the attachment below, Copy it to your Patch's folder.. Make a backup of the original one, since you may need it. Go to Misc Of PCSX2 Options and Enable Patches and NTSC Game Saves of GeneralPlot can be loaded with your PAL version
