It is legal to download a SNES rom!
... If you own the original, otherwise its 100% illegal. This is the same for all roms / iso's for all systems.

Actually, any downloading of ROM's is technically illegal. The only true legal way to obtain a ROM is to dump it from your own cartridge, despite the many disclaimers that ROM sites have (which are wrong).

And the law may vary from country to country. Even some countries may forbid your own cartridge's backup.

and who knows that you make backups?
it is like stealing something from somebody, who will know about it ?
if you use a peer to peer software for example, then you can upload some stuff like back-ups, sometimes it can be done even without your knowledge and they will not know untill they catch you

i know that some old games can be copied freely and they are named abandon software, a lot of great amiga games are available to download from companies like team17, etc.
i have never heard about any abandon game for any console even for so old systems like nes, snes or sega megadrive.

it is like stealing something from somebody, who will know about it ?

When you steal from someone, someone will notice something is missing. In case of downloading a rom, no one will notice it, because you made an unauthorized copy, instead of stealing something.

It's not just because they don't know you're backing it up that you're not doing an illegal act.
