1. What firmware are you using? Black border at the bottom? Is it dead pixel or pixel stuck problem? Try check with this Dead Pixel Checker. To fix stuck pixel, try this. Cannot set to fullscreen? Did you try press home>setting>screen mode>fullscreen? What software did you use to convert the PSX game to PSP EBOOT format? I recommend using this PSX2PSP v1.2 - Popstation GUI. I'll convert Harvest Moon and see if it compatibility problem, if it is then nothing we can do.

It's happening probably because you used PAL version converted to NTSC.The PAL games tend to be displayed incorrectly on PSP screen by themselves and the conv could've worsen that. Have you tried without the conversion?

Yeah, I wonder how the original PAL look like. And what converter did you use to convert yours to NTSC? Using PSX2PSP v1.2 - Popstation GUI?
You may want to try Paladin 1.2.

I just used the same app that turned it into an Eboot, the Popstation gui one.
And I indeed turned it into NTSC, so at least I now know the cause of the problems. I'll stick with it though, seeing how I don't feel like playing in slow motion all the time.
