Actually -- I just googled this and it's not common knowledge, but it's an interesting tidbit -- there is a Windows port of Wine here. Apparently it's mainly used for running certain legacy programs that are no longer compatible with newer revisions of the OS. (Some NT and 3.1 programs.) Wine is neither an emulator nor a virtual machine and serves an entirely different purpose that is next-to-useless on Windows.

Generally speaking, of course, you're 100% right and I'm just nitpicking. VMWare is absolutely the way to go on Windows.
